On July 25, 1989 Pope John Paul II appointed him Titular Bishop of Hippo Diarrhytus (May 10, 1989 - February 11, 2002) and the Apostolic Administrator of Minsk diocese. April 13, 1991 he was appointed archbishop, apostolic administrator for Catholics of the Latin rite of the European part of Russia (since 1999 - for the Latins the north of European Russia). 1994-1999 - a member of the Congregation for Oriental Churches (Vatican). 1996-2001 - Member of the Pontifical Council for Health Pastoral Care (the Vatican). On March 2, 1999 to 2005 - Chairman of the Conference of Catholic Bishops of the Russian Federation. February 11, 2002, when the Apostolic Administration was raised to the rank of full scale of the archdiocese with the name "Archdiocese of the Mother of God in Moscow" - (lat. Archidioecesis Moscoviensis Matris Dei) - appointed its Ordinary, Archbishop-Metropolitan. On 21 September 2007 he was transferred to the department of Minsk-Mahilioŭ. In 2011-2012 he served as apostolic administrator of Pinsk diocese. On June 3, 2015 he was elected President of the Conference of Catholic Bishops of Belarus.
