Career 
He occupied a number of positions in agriculture (from the chief agronomist to the head of the agriculture department of the district executive committee), later he was involved in the Communist party work and was appointed as the First Secretary of the Staubtsy District Communist Party Committee. In the early 1990s, he was the Chairman of the Committee on Land Reform and Land Management at the Council of Ministers of the Republic of Belarus. In 1994-2001, he was the Minister of Natural Resources and Environmental Protection of the Republic of Belarus. In 2002-2003, he was the Minister of Agriculture and Food of the Republic of Belarus. In 2003-2004, Rusy served as the Counselor of the Belarusian Embassy in Russia (St. Petersburg). Until 2008 he acted as the Chairman of the Permanent Commission of the House of Representatives of the National Assembly of Belarus on Agrarian Issues. There he oversaw the problems of the Chernobyl disaster, ecology and environmental management. In 2010-2012, he served as Minister of Agriculture and Food. On 10 April 2012, Rusy was appointed as the Deputy Prime Minister of the Republic of Belarus.
