Lis began as a welder at motor depot №5 in Hrodna. From 1983 to 1996 he worked in a variety of roles: chief engineer of the Kastryčnik collective farm in Slonim district, a teacher of special disciplines, senior foreman of Skidel vocational school №199, instructor of the organisational department of the Communist party's Hrodna regional committee, party secretary, and deputy chairman of the Kastryčnik collective farm.

In 1996-2005 he headed the Navahrudak regional executive committee. He served as MP of the House of Representatives in the third convocation (2004-2008). From 2007 to 2009 he was the chairman of the Mazyr district executive committee, and then served as Deputy Minister of Natural Resources and Environment. In February 2013 he became an aide to the president of Belarus and chief inspector for Homiel region.

From March 2014 until his appointment as chairman of Brest regional executive committee he held the post of deputy head of the Presidential Administration of Belarus.
