In 1990-1996 he was deputy of the Supreme Soviet (Parliament) of Belarus, the coordinator of the parliamentary opposition group Belarusian Popular Front, a member of the Constitutional Commission and Parliamentary Commission on Media and Human Rights, the Interim Commission for the evaluation of officials and other persons responsible for the cover-up of the Chernobyl accident. He headed the news agency "Paviet". He participated in the development and adoption of the Declaration on State Sovereignty of Belarus (1990) and proclamation of independence of Belarus at the extraordinary session of the Supreme Council on 25 August 1991. He co-authored the Concept of Transition of the Belarusian Soviet Socialist Republic to a market economy (autumn 1990), he also co-authored the Information Policy Concept (September 1991) , the project of Resolution on the de-monopolisation of media (October 1992) and other bills. On 11 April 1995 along with other deputies from the Popular Front opposition he participated in a hunger strike in the House of Government to protest against Lukashenka's referendum on the state language and symbols. On 13-14 April 1995 he presented to the Constitutional Court the position of the group of deputies on the monopolisation of media by Lukashenka. In 1996 he was forced to leave Belarus. In August 1996 he was granted political asylum in the United States.
