In 1997-1998 he was the first secretary of the Kastryčnicki district committee of Viciebsk city''s Belarusian Patriotic Youth Union. In 1999-2002 he was lead engineer, head of cooperative industry, and finally head of quality control at Viciebsk Regional Consumer Union. In 2002-2005 he was head of the energy and transport section at the Department of Industry, Energy and Transport and head of energy, transport and communications for the Viciebsk Regional Executive Committee. In 2005-2010 he was the latter's head of housing and communal services. In 2010-2011 he was Deputy Minister of Housing and Communal Services of Belarus. From June 2011 to November 2014 he worked as Minister of Housing and Communal Services of Belarus.
