After graduating as a lieutenant of the Military Space Forces of the USSR he was sent for further service at the Baikonur Cosmodrome. He participated in launching the carrier rockets "Cyclone", "Proton" and "Energy" with the spacecraft "Buran". In the spring of 1994, after the Military Space Forces came under the jurisdiction of the Russian Federation, he quit the service.

On 5 May 1995 he was appointed crime expert at the Kastryčnicki district police department in Viciebsk. In November 1997 he was transferred to the post of chief of forensic examinations and investigations of the Interdistrict criminal expertise department of the Internal Affairs of the Viciebsk Region Executive Committee.

He retired in 2004 and started his own business, later becoming a chairman of the council of entrepreneurs of "Smalensk Market" in Viciebsk.

Parsiukievič participated in a rally of entrepreneurs against presidential decree №760, which was held in Minsk on 10 January 2008. On 13 January he was detained in Viciebsk on charges of participating in an unsanctioned demonstration and transported to Minsk, where he was sentenced to 15 days in jail.

Parsiukievič claims that on 21 January he was severely beaten by the detention center worker Aliaksandr Dulub. A few days after his release, on 3 March a criminal case was raised against him under article 364 (violence or threat of violence against a police officer").

On 23 April Parsiukievič was sentenced to 2,5 years in prison. On 20 August 2008 he was released on special order of the president.
