From 1989 to 1993 Kulakoŭski worked as a lawyer in various positions for the Hrodna Regional Executive Committee. He served as a judge from August 1993 to February 1994 at Hrodna district court and from February 1994 to March 1998 at Leninski district court (Hrodna city). In March 1998 he was appointed deputy chairman of Leninski district court. From April 2000 he worked as chairman of Kastryčnicki district court (Hrodna city). In 2013-2014 he worked as Deputy Minister of Justice. In 2014-2016 - First Deputy Minister of Justice.
