Worked in the Communist Youth League and the Communist Party of Belarus. From 1993 to 1997 he was the Ambassador of the Republic of Belarus to the Republic of Latvia and the Republic of Finland with concurrent accreditation.

In 1997-1999 was Minister for CIS Affairs, and from 1999 to 2001 worked as the First Deputy Minister of Foreign Affairs.
